Lauritzen Reefers' Tunisian Reefer in River Fal

Photo of the Danmark registered cargo ship Tunisian Reefer (IMO 7346855) seen anchored in the River Fal, England in 1993. On holiday in Cornwall I've noticed several cargo ship 'parked' in the bigger rivers. Does anyone know more about this practice?
The 5,915 tons cargo vessel Tunisian Reefer was built in 1974 by Aalborg Vft, Aalborg, Denmark and in 1987 she was enlarged to 9,831 GT.
The Tunisian Reefer changed name in 1995 to Arctic Goose and in 2002 to Arctic Ice. She was scrapped in 2007 at Chittagong, Bangladesh.
